.By-Laws

Whenever a new agency is brought on, either a district, or an agency that is cross-functional, by-laws must be created where the rules of the agencies are defined.

All by-laws are created by the agency creating the new agency, along with [federal government oversight] TODO via the general administration agency system.

A licensed agent from the government over site agency needs to approve all by-laws before they are implemented.

By-Law Rules

The following are the by-laws that are defined for a new agency.

Board Voting

  • How many board members are the board (3,5)?
  • Are board approval's unanimous or a quorum based?
  • Board requirements skills and background(s)
  • Related Agencies are defined to the new agency, where the relationship can allow the agency creating the new agency the ability to participate in board voting, or not.

For example

A District General Administration could block a district park board vote that they do not agree with.

WARNING

Agencies will have to decide how much power they want one agency to have over another.

I am of the opinion if you create an agency, you either let it run, or dissolve it.

The cross voting of governments between agencies has caused a lot of conflicts that has stagnated government in court, and in the public eye. I am in the opinion that we let boards have autonomy over their mission.

If an agency has an environmental impact issues, I suggest placing a board member that is environmentally focused in the agency.

Legislative Associations

The by-laws will manage the associations around various legislative elements.

For example

If a law is enacted at the FTC based by a board it would have software requirements associated and assigned to the NITS (or other agencies) for the media player to prevent children from listening to illicit music.

This is one of the powers of using technology to enforce legislation instead of slap on the wrist fines.

Jurisdictional Sphere of Influence

A domain can operate locked in with another district, or operate many districts withing the owning district.

The jurisdictional domain zone geo-fence specification can be:

  • Locked with another jurisdiction
  • Can be many inside the owning agency

Citizen Engagement & Registration

Citizens register with agencies to participate in their mission.

The following are citizen engagement and registration settings:

  • Settings like notify every two weeks for two months can bet set, which will the rules of how often citizens are notified to register with an agency.

  • The number of board votes that occur without citizen participation before they are removed from registration, and for how long.

  • The number of days citizens are allowed to return after being removed from registration without participation.

  • How many times in a given period they are allowed to leave and comeback based on their own decision.

For example

Citizen can leave 3 times in a one year period where you cannot register.

Operations

  • What licenses can provide media to the market?
  • Can the agency provide related service, reporting other domains?
  • Can the agency receive domain suffix ownership?
  • Can the agency provide pardons in their district?
  • How many registered citizen votes does it take to move an impeachment case to court?
  • Can the agency provide permits, and what type?
  • Can the agency manage infractions for things like parking tickets, etc?
  • Can the agency apply an access security policy agency wide.

Agency Dissolution

Requirements are defined on what agency's it takes to dissolve the agency by their board vote.
