Federal and District agencies will have an agency to manage their libraries.

It's important we keep paper based media in the supply chain as digital information becomes more prevalent to ensure we don't loose knowledge that existed.

Any digital assets that are part of the library system will ensure a "static" capability to them, so content can't just change by changing a URL.

• Provide legislation on how old media assets have to be to be available at the library.

We shouldn't undercut the market who sells digital media, and it should be provided at a price that is accessible to the population based on market forces.

Security Access Policy

Security access policy can be applied on the permit that limits:

• Ordering
• Category Restrictions
• Age Restrictions
• etc.

Domain Zone Application

Provide the following domain zone application functionality at the district to:

• Locate the library
• Allow to browser the assets at the library and reserve them for pickup, delivery by licensed delivery drivers, or for digital media it will be transferred to your citizen profile temporary media
• Apply for a library membership card that is delivered to your citizen profile
• Get alerted when an checked out assets are overdue
• Send bills for penalities based on legislation
