A legislation module will be available for agencies to manage all their legislative functions.
The legislation module will provide the capability to manage board voting, laws, regulations, infraction management, rules, penalties, and software requirement(s).
Legislation
Legislation types will have hardened rules about what type of legislation can drive other legislative types.
For Example
A law being passed can drive and be associated to a regulation.
The by-laws will manage the actual legislative types and the permission around what agency can drive other agency legislative types.

the FTC can create laws that drive software requirements at the NITS
Legislation Associations
Various aspects of completed legislation can be associated to:
- Domains Suffixes
- Licenses
- Security Policies
Anytime legislation updates a Security Policy the change log is provided to the legislation.
For Example
A law could be passed at the district FTC level that no mumble rap genre categories are allowed in a General Administration district.
Since this impacts a security policy it would be submitted to the NITS Security Policy Service Media Check to update the General Administration District Security Policy with the prohibited music category where the change log information would be associated to the legislation where it would be enforced.

Laws are voted on by board of directors, and when passed are managed at an agency.
Regulations
Regulations are managed at an agency.
Infraction Management
Infractions are managed at an agency.

Rules are managed at an agency.

Penalities are managed at an agency.

The cost per day a library book is late
License Regulations
License Issuance
Various legislative requirements can be required to issue a license. Including education, number of media requests for a press pass, etc.
License Revocation
Various legislative requirements can be provided to revoke a license.
License Penalities
Various legislative requirements can be provided to provide license penalities.
License Court Submittal
Various legislative requirements can be provided where a license issue is sent to court.
Software Requirements
Software requirements are managed at an agency, and is driven from various pieces of legislation.
A service domain must be provided to all software requirements.
The following options can be associated many times to a software requirement:
- Domain Suffix
- NITS Content Scheme
- Professional & Government Licenses
:::For Example.. FTC would legislate that pornographic material of minors is prohibited.
The software requirement would be associated to the Content Security service domain.
FTC would legislate that content providing a murder scene is allowable for a domain suffixes that make movies, along with NITS Movie Content Scheme. :::
